Well what cache repalcement policy you are using????
change your cache_swap entries and keep some
difference in them, like 70-80 or 90-95. squid is
suppose to fill its cache if you are using cacheing
function. You can keep some limits to it edditing the
cache_swap entries..so it do not get overloaded.
