[squid-users] effective user

Hi there
I've squid on SuSE 7 (on s/390) and it works great ,
now I (as the adminstrator of the system) want to ???
adminstration of Squid to somebody else .How can I do
this job whitout any danger for my system ? I cat't
give him the root password.
He wants to run adduser ,deleteuser, squid ,etc.

(sudo pakage could not compile prperly)
