To add to what Simon said:

Have you tried an FTP proxy (Squid is not an FTP proxy)?

You won't have much luck using a standard FTP client with Squid, unless
they know how to talk to an HTTP proxy (maybe CuteFTP does now, but in
the past that was not the case), because Squid is not an FTP proxy. It
can act as a caching HTTP->FTP gateway...but not an FTP proxy.
