If you've got ip_wccp you don't need ip_gre to be patched.

The "Here I Am"/"I See You" exchange is not proof that ip_wccp is
working, as the exchange is sideband communication happening on port
2048, and has no GRE encapsulation.

I'm not sure what else could be wrong. Is there a firewall running on
the Squid box, or in between?
