Development software changes. Sometimes unexpectedly, or wrongly.
That's why folks who aren't able to tolerate said changes should stick
with stable software. ;-)

Because that is what it should be called. The switch to autotools had a
few glitches. That particular one has been fixed.

Some of the developers felt sbin was the right place for it. The logic
for such a choice is pretty solid. I think it was right to make the
move. So the answer to that one is: sbin is a better place for it, so
the binary was relocated.

Cluttering? Where are you installing your Squid? If I install
something from a tarball, it goes in /usr/local/package-name, so I can
blow it away easily if it gets too 'cluttered' for me. If I install
from RPM (which I always do with Squid), an 'rpm -Uvh' gets rid of the
old and brings in the new--while keeping my configuration files. No
clutter. Perhaps tracking the development Squid isn't the best choice
in your case if it is causing such troubles?

If any of these changes were mid-STABLE Squid, I would sympathize, and
probably be agreeing with your here. But it isn't. 2.5 is not STABLE,
and is still being very actively developed in preparation for being
marked STABLE. Expect changes.

BTW-client is changing out from under you in 2.5 as well. But it will
be OK. You'll probably even like it once you get used to all the changes.

If you like using the development Squid, you can get on the CVS mailing
list and keep an eye on these changes as they happen so they won't catch
you off-guard. If not, the 2.5STABLE announce will certainly have a
list of these changes as they effect end users.
