Both are at 1024. I will change them to 4096 or higher and try again.

What does 'ulimit -a' say is the open files limit?
What does /usr/include/bits/types.h have for __FD_SETSIZE ?

Those two must be 4096 or more when compiling squid, and ulimit must be
4096 when launching squid.
