Tell me your cisco IOS ...
you will have to use wccp_version 4. not 3.
vresion 3 is only fro IOS 11.xxx something....
and also you will have to defined ip wccp redirect out
@ your router....
one thing more check is your proxy running
transparent. and also check your gre or wccp tunnel
sometime cisco get cache and did not redirect traffic
and it can be due to wccp module or tunnerl problem.
tell us what OS and Squid version you are using and
what wccp version you are using...

then we can help you more....
