Yes. Just deny them in http_access before where you allow other
traffic..

Note: denying POST will also deny mostly any form submission on the
internet, not only file uploads. I suspect what you want to deny is
either larger requests, or requests with a mime type of
multipart/form-data (required for file upload forms)
