[squid-users] Squid slows down

Hi,

I have celeron 1,7GHz 40GB HDD and 256MB of ram for my squid machine.
There's about 70 users it serve. Everything works fine even with heavy load
of users but when even 1 user starts to use some download accelerator and
split file download to ie. 20 parts from 1IP adderess my squid slows down
extremely.
Even a simple pages with text are loading very, very slow. I don't know
what's going on. There could be only 1 client using squid with this threaded
download and the second user practicaly can't comfortably open any page.

I have 2 delay pools configured to slow down large downloads but if even is
a lot of bandwidth available in second pool the performance is poor.
I have 10GB cache_dir

File descriptor usage for squid:
        Maximum number of file descriptors: 1024
        Largest file desc currently in use: 74
        Number of file desc currently in use: 68
        Files queued for open: 0
        Available number of file descriptors: 956
        Reserved number of file descriptors: 100

I even set max_open_disk_fds to 1 to bypass disk cache but nothing works.

There must be some parameter I can set to overcome this bottleneck but I
can't figure it out.
