Just set it up to:
delay_parameters 1 100000/200000 100000/170000 -1/-1

bucketsize of 100kB, filling up with 200kB/s. When i start downloaden
from a client, i am slowed down to 74kB/s. How can this happen? This
happened too with old setup.. (yes, got squid -k reconfigure)
