Maybe svn sends a full URL in the request confusing your accelerator.

Is there a difference in the error returned if you do not enable
httpd_accel_with_proxy?

I'd recommend running the real web server on port 80 as well, but a
different IP (i.e. 127.0.0.1 instead of your public IP, or an internal
server). Simplifies accelerator setups considerably.
