There is no such mode in Squid.

As the other respondents have said so far, to have fail-over from your
users perspective when squid dies you need multiple squid and some load
balancer setup (WPAD counts as a load balancer).

To have squid performing fail-over between multiple web servers where
data is sourced, you need do nothing particular. This is how squid is
designed to work.
