Yes, there are ident servers for windows'95.
E.g.:
ftp://ftp.iif.hu/pub/mirrors/winsock-l/Windows95/Daemons/IDENT/
(maybe this is not the closest site to you :-||).

I don't use any authentication (except IP based ACLs), but AFAIK you need
to enter password once a session.
