How to apply a patch

I have been using NOVM.22 for a week now with no
problem. I found out that there is a patch called squid-1.NOVM.
22_rebuild_corruption.patch and downloaded it.
Do I still need to patch my current 1.NOVM.22 with this
patch. If so how do I apply the patch.
