No, Squid will continue to answer ICP requests, but it won't be able to
have neighbours or parents other than CARP distributed parents.

One-way child caches is thus unaffected (caches using you as a parent
but your cache is not using them as siblings)

I strongly suspects that if you recompile Squid without CARP support and
replaces your Squid binary with this new binary without CARP, then the
MSPROXY child caches will continue to use Squid as they do today. There
is not a single difference in how child caches are handled when
--enable-carp is used or not.
