Try setting cache_effective_user to 'nobody', then chowning your cache
directories to nobody aswell (or to whatever you prefer to set
cache_effective_user to, if not nobody).

Your squid log directories/files also need to be owned by the
'cache_effective_user', so that squid can actually write the log
files.
