Problems running squid

I compiled squid for linux (squid ver 2.2.stable5).

When I try to run it with the -z option it says

FATAL (13) Permission denied cant create /usr/local/squid/cache

Note that I am running as root. I have looked at the FAQ and tried creating
the
dir physically. When I try to run squid it complains that it cant access the

file access.log.

Will appreciate any help on this.
