Parent timeout

I am using squid 2.3.stable1 on a RH 6.2 box with a winproxy upstream proxy
server. Everything works ok, but 60% of the time I get a
FIRST_UP_PARENT_TIMEOUT (not sure if this is correct exact message, timeout
maybe the first word) in the access.log and a 'request can't be done at this
time' client message. The squid & winproxy machine are connected by 10Mb,
and winproxy uses 56K dialup to the internet. I know there is no LAN or
modem activity during these messages, so it is not congestion, also the
error happens within a fraction of a second after requesting a page, so it
doesn't seem to wait long before it times out.

I tried changing connec-timeout=100 in the squid.conf when I define the
upstream proxy (using options of 'parent no-query' also).

How can I stop this???
