Yes. If there is no host header then Squid will fall back on the setting
of httpd_accel_host.

Acceleration is based on what you see in the redirector. The first thing
Squid does when receiving an accelerated request is to reconstruct a
fully qualitfied URL for the resource using the httpd_accel_* options.
Then this URL is proxied more or less as a normal proxy request.
