see these two directives in squid.conf(.default):

# cache_swap_low 90
# cache_swap_high 95

to erase the cache, you may want to decrease them to the lowest values.

Amos means, squid is maybe running with its special userid and groupid.
by default squid run as nobody, in squid.conf:

# cache_effective_user nobody
